Dwayne Vincent appeals his conviction by guilty plea and his sentence under the Sentencing Guidelines for distribution of cocaine base, in violation of 21 U.S.C. § 841(a)(1). Vincent's counsel has submitted a brief pursuant to Anders v. California, 386 U.S. 738 (1967), and a motion to withdraw as counsel of record. Because our independent review of the record discloses no meritorious issues for review, counsel's motion to withdraw is GRANTED and the district court's judgment is
