Annapolis is the capital of the U.S. state of Maryland, as well as the county seat of Anne Arundel County. It has a population of 36,524 (July 2008 est. ), and is situated on the Chesapeake Bay at the mouth of the Severn River, 26 miles (42 km) south of Baltimore and about 29 miles (47 km) east of Washington D.C. Annapolis is part of the Baltimore-Washington Metropolitan Area. The city was the temporary capital of the United States in 1783–1784 and the site of the Annapolis Peace Conference, held in November 2007, at the United States Naval Academy. St. John's College is also in Annapolis.

What is utilities law?

Public utilities provide electric, gas, water or telephone service to customers in a specified area. Utilities have a duty to provide safe and adequate service on reasonable terms to anyone who lives within the service area on without discriminating between customers. Because most utilities operate in near monopolistic conditions, they can be heavily regulated by local, state, and federal authorities. Generally, the local and state agencies are called Public Service Commissions (PSC) or Public Utility Commissions (PUC). Municipal Utilities and Rural Electric Cooperatives may be unregulated though.
